Golden Share Initiatives 2015-2016 and 2016-2017

Golden Share Initiatives were inspired by a number of promising initiatives undertaken by Dialogue McGill’s various partners, some of which were featured at the Golden Share Conference on November 18th, 2015 in Montreal. Community networks were given the opportunity to apply for funding to conduct similar adapted projects, to dovetail into what was already underway elsewhere or to create new innovative initiatives.

Region 01: Bas-Saint-Laurent

Heritage Lower Saint Lawrence

Think Healthier - a joint strategic approach for greater placement

Project Length: 2016-2017

Heritage Lower Saint Lawrence has developed a partnership with CISSS BSL and proposes to work in partnership with a number of public health partners on two important strategies that support the McGill Retention project objectives. These partnerships are essential in order to increase the number of potential bilingual interns or returnees in the region.

2 key strategies will help the community think healthier:

A database of student from the region pursuing studies in health and social services related services will be created and track vacant or soon to be vacant positions in the regional health and social services network. HLSL will monitor health career paths of local/ regional bilingual students, as well as publicise and support internship opportunities and employment opportunities in the health sector. A section on HLSL website will be used to publicise opportunities and have registration forms accessible on the site for both interns and CISSS to publish.

HLSL will lead a joint initiative with CISSS Bas-St-Laurent and the education sector aimed at creating internships for students in specific fields that have been identified as problem areas for access in English within the region.

Region 05: Estrie

Eastern Townships Health and Social Services Career Opportunities Catalogue – Estrie Volume

Project Length: 2015-2017

The project will produce a digital catalogue of careers inspired by the First Nations Health Authority Health Careers Guidebook. Townshippers will hire a community researcher to conduct a secondary data collection and analysis of the health and social services careers, educational programs, and other professional development opportunities possible in 7 of the MRCs in the territory of the CIUSSS de l'Estrie - CHUS.

As a complement to this catalogue, Townshippers will create a catalogue of known (existing and upcoming) vacancies in the CIUSSS de l'Estrie - CHUS as a tool for job-seekers. And finally, they will create a database of students with the appropriate language skills who are studying in the region or who have committed to settling/working in an identified Quebec region. The catalogue will help orient both the public health partner towards a pool of potential workers who possess the language skills to offer services in English and French and aid students of all ages in their selection of viable health and social services careers in the CIUSSS de l'Estrie - CHUS region.

Region 06: Montréal

Collective Community Services

"Bus"ting the Stigma Tours

Project Length: 2015-2017

Collective Community Services' Golden Share Initiative Project has a threefold objective.

First, it seeks to address the issue of stigma and how the persistence of stigma can influence students' career choices.

Second, job-site tours represent a tool that will afford an opportunity for students to explore whether a mental health setting should be their chosen place of internship and later employment.

Third, the combined sensitization and collaboration of local partners associated with the retention of those students is intended to increase the opportunities for bilingual employment in the sector of mental health. In concert with their teachers, CSS will promote the tours with students studying in health and social services fields and will measure how attitudes have changes, specifically, their intention to consider employment in the mental health field.

CSS will work to ensure that this initiative is collaborative, recruiting key partners to host site tours, introducing them to their specific facilities and the various mental health services that their sites offer.

The final objective is to place bilingual students in mental health related services leading to employment of those students, which would represent a significant improvement in bilingual access in this area.

The East Island Network for English Language Services (REISA)

English, An Asset! will help increase the retention of English-speaking health professionals through three specific means:

1) Encouraging English-speaking youth to undertake careers in health professions;

2) Providing opportunities for English-speaking students to contribute their linguistic abilities and theoretical understanding gleaned from coursework within healthcare settings and complementary community services; and

3) Providing opportunities for bilingual English-speaking students to acquire ease and comfort in working in Francophone settings while contributing their ability to offer complementary health and social services in English to the local community.

The project will allow REISA in the next 16 months to expand on the current Retention Project in the development of new and varied internship sites within the Montreal East-End community and health institutions for the inclusion of bilingual students.

Region 07: Outaouais

Connexions Resource Centre

Outaouais Health and Social Services Career and Employment Support

Project Length: 2016-2017

Connections’ Golden Share Initiative project objective is to increase its capacity to support bilingual students currently studying in the area of health and social services to find employment in the Outaouais region, but also to increase the number of students entering health and social services programs.

Local educational institutions are keen to promote careers and studies in health and social services with the tools and support provided by Connexions.Ìý The next step is to provide and maintain a current catalogue of health and social services professions for use by guidance counsellors, and for Connexions to post on its website and for use at health career fairs.

In 2012 Connexions adapted an existing tool called Careers in Health which described health and social services careers, education needed, existing training programs and salary for each position. Connexions will hire a researcher/editor to collect data and update this tool.

Using the as inspiration, the data will be synthesised into a digital document (pdf) to be accessible on their website and shared with career counsellors, students, educational institutions, the public health partner, and the community at large.

The researcher will also develop a database of students who possess appropriate English and French language skills who are currently enrolled, or newly graduated from, health and social services programs, as well as a database of bilingual professionals working in the public health system in the Outaouais. This combined database will further support the mentoring activity of the current project and provide Connexions with professionals for career promotion activities. The student database will allow Connexions to support public health partners to find bilingual employees.

As a compliment to the student database, Connexions will keep a catalogue of known (existing and upcoming) opportunities in HSS careers in the CISSS de l’Outaouais region that anyone trying to orient or re-orient their careers in a HSS field can use to better understand the current and future needs within the HSS system. The CISSSO has already indicated that changes will be forthcoming to priority position in the region as a result of the implementation of Bill 10.

Neighbours Regional Association of Rouyn-Noranda’s project has two main objectives :

Create a database of students from the English language schools in the Abitibi region who are pursuing studies in the health and social services fields. Neighbours Association will research information on graduate students from regional English schools, gather their contact information, and contact each student to know their field of study. The CISSS will be contacted concerning available jobs and projections for future needs

Create a database of job positions that are being highly sought (priority positions) by the local and regional health institutions as well as vacant or soon-to-be vacant positions.

North Shore Community Association (NSCA)

The NSCA's Golden Share project involves the development of a database of students from the region pursuing studies in health and social services fields. It is seen as a tool to aid in dissemination of a wide range of information to help their current studies and prepare them for possible future positions.

Through the project NSCA intends to strengthen partnerships with community, health and educational partners for the development of internships in the region. They will enhance promotion and intern integration strategies resulting in an increase of bilingual professionals hired within key areas of the health and social services network as well as increasing access to health and social services in the English.

Building Career Focus in the Health and Social Services Field

The Coaster's Association Golden Share project aims to enhance access to health and social services in the English language on the Lower North Shore by improving the education to the youth population on possible career fields.

The specific objectives are:

- Establish and maintain an education network that will develop and implement a Retention Plan for the territory;

- Support the CISSS in development of a training program at the CSSSBCN aimed at retaining the number of professionals serving the population;ÌýÌýÌýÌý

Ìý- ExploreÌý the possibility of expansion of professional development training opportunities in the region modeled after pilot training program "Formation continue en support à la pratique infirmière en région éloignée au Québec" aimed at retaining health professionals;

Ìý - Support the development of a support system and intern integration system aimed at retaining the number of professionals servicing the population (i.e.: (buddy system, etc.);

"Post-secondary readiness" refers broadly to preparing students transitioning from high school to multiple pathways after graduation. For a majority of English-speaking youth in the Gaspésie region, one of these pathways includes leaving home to further studies, especially if they are enrolled in a program that will lead to a health-sector career. CASA will implement an initiative entitled "Going for Gold" which will launch two projects, 1) Gradtrax, and 2) Career Chasers.

Through Gradtrax, CASA will lead an inquiry-based "reality check" to follow Cegep-bound English-speaking students and high-school graduates with the objective of formulating a sound rationale for why English-speaking students, who had average to excellent results and leadership qualities in high school, change and even abort their course of study before the end of their first semester of Cegep.

The "Career Chasers" component will focus on career exploration at the secondary 1 and 2 levels. CASA will facilitate substantive learning experiences for this age group, aiming to cultivate the softer skills that employers consistently say the 21st century workforce needs like adaptation, problem solving, teamwork and communication. These activities will act as springboards for helping youth select appropriate classes and activities in high school, and for developing a future orientation.

By high school, youth often combine more exploration with deeper learning and real experiences related to careers of interest. They will be more likely to stay in (and complete) their health course of study with this awareness-based orientation.

In order to better support the recruitment of bilingual health professionals to the Magdalen Island's region, CAMI will create a database of bilingual students and recent graduates of health and social services programs as well as develop a communications plan for reaching them with important information regarding local opportunities.

Needs Assessment Based on Targeted Internships

Project Length: 2015-2017

Phase 1 – 2015-2016

Through a needs assessment, targeted internships will be identified at the CISSS de la Gaspésie and at PSOC (Programme de soutien aux organismes communautaires) organizations in the region which are all part of the continuum of care. The coordinator will meet with the appropriate personnel at the health institutions and PSOC organizations to come up with a targeted list of internship needs, and determine services available to interns. The coordinator will determine the problem areas within the health institutions as well as the PSOC organizations. An action plan will be developed based on the information collected by the coordinator.

Phase 2 - 2016-2017

Phase 1 identified targeted internships at the CISSS de la Gaspésie and atÌýPSOC (programme de soutien aux organismes communautaires) organizations in the region which provide a continuum of services from the health institutions. The coordinator will help the appropriate personal at the health institution and PSOCs to organize the targeted internships identified. The coordinator will be accountable any activity that does not fall within the roles and responsibility of the health institution and PSOCs, this includes promotion of the region. The coordinator will also support the intern by helping to apply for incentive bursaries, finding lodgement, ensuring transport, etc. during their internship in the Gaspésie.

Investing Towards the Future of Health and Social Services in Laval: II

Project Length: 2015-2017

With the cooperation of the CISSS de Laval, Agapé has identified major gaps in the number of bilingual health and social services professionals within Laval's public institutions and community organizations.

The Golden Share Project will focus on creating initiatives between community networks, educational institutions and the health and social services networks forming joint collaborations in the placement and potential hiring of bilingual health professionals.Ìý Agape will act as coordinator for:

1) Targeted Bursaries providing financial incentives for bilingual students willing to pursue their careers in Laval, in fields identified as problem areas for access to services and,

2) Internships: Forming new relationships with the help of existing contacts within the educational institutions such as Ï㽶ÊÓƵ, Laval health and social services institution and community organizations, AGAPE will continue to build awareness of the need for bilingual health professionals in the problem areas, and will inform partners about internships and the supervision being offered by McGill where needs for such internships will be identified.

The objective of 4 Korners Family Resource Center’s Golden Share Initiative 2015-2017 is to sensitize and increase awareness of the needs of the English speaking communities of the Laurentians in the health and social services’ institutions whose mandate is to serve them. This will allow for partners and stake holders to better understand those needs.

The project will consist of two actions.Ìý
1. Introducing students looking for internships in the health and social services field to the Laurentians and highlighting the benefits and opportunities within the region. This will be done through the facilitation of field placements which may result in employment.

2. Sensitizing the health and social services providers of the Laurentians to the needs of the English speaking communities; in highlighting the benefits to the community as a whole when an individual can be served in their language when seeking and receiving services.

Montérégie South Shore Faces & Places / Health Care Across the Bridge

‘Montérégie South Shore Faces & Places | Healthcare across the Bridge’ is a four-part series of 12-minute documentaries that invites health professionals to explore living and working in the Montérégie-South Shore and looks at the territory’s healthcare network and the richness of its diverse communities’ assets and its career opportunities.

With 85,000 English-speakers in a territory that is over-shadowed or otherwise rolled into the Greater Montreal arena, it will be through examining these different issues and realities, that the Montérégie South Shore Faces & Places series is expected to encourage participation, generate conversation, foster partnerships and help influence key stakeholders in the attracting and retention of English-speaking health professionals with a special focus on this territory’s particularly under-served areas in mental health, speech therapy, and in nursing.

Designed in partnership with key stakeholders, this bilingual series will be varied in format –from community dialogues to personal perspectives and will be filmed in numerous locations across the territory--in schools, hospitals, clinics, and community settings. It is through the dialog and collaborative process that they anticipate a change in attitude / behavior towards placing English-speaking health professionals in this under-served territory.
