We are thrilled to announce that Timothy Lane, Jennifer Robson, and Emily Paddon Rhoads are joining the Max Bell School for the 2024-25 academic year. Their contributions outside of the classroom will extend to organizing events and helping students connect with their networks and research areas of interest.
Emily Paddon Rhoads is a 2024-2025 J.W. McConnell Visiting Scholar at the Max Bell School of Public Policy and Associate Professor of Political Science at Swarthmore College. For the fall semester, she is teaching PPOL 613, "Global Political and Policy Landscapes." Previously, she was an Associate Faculty member at the Blavatnik School of Government at the University of Oxford and research collaborator on the European Research Council-funded interdisciplinary project, “Individualization of War: Reconfiguring the Ethics, Law, and Politics of Armed Conflict”. Paddon Rhoads’ research and policy engagement focuses on civilian protection and civilian agency in armed conflict, humanitarianism, peacekeeping, and the role of international institutions. She is the author of Taking Sides in Peacekeeping: Impartiality and the Future of the United Nations (Oxford University Press 2016), co-editor of Civilian Protective Agency in Violent Settings: A Comparative Perspective (Oxford University Press 2023), as well as over 15 journal articles and book chapters. Her research has been supported by the European Research Council, Pierre Elliott Trudeau Foundation, Government of Canada (National Defense), the British Council, and the Australian Government’s Civil-Military Center.  She has conducted fieldwork in the Democratic Republic of Congo, South Sudan, Burundi, Central African Republic, Kenya, and Iraq. Paddon Rhoads has consulted for governments, the private sector, and NGOs, and has served as academic advisor on protection and peacekeeping-related issues to the United Nations. She is a former Action Canada public policy fellow, Sauve Scholar, and has been a visiting scholar at the International Peace Institute and Columbia University. Paddon Rhoads is an elected fellow of the Rift Valley Institute, a non-profit organization working in eastern and central Africa to bring local knowledge to bear on social, political, and economic development. She earned her MPhil and DPhil (Phd) from the University of Oxford, and her A.B. from Brown University.Â
Timothy Lane is the 2024-2025 J.W. McConnell Visiting Professor of Practice. He was Deputy Governor of the Bank of Canada during 2009-22, participating in Canadian monetary policy decisions and leading work on a wide range of economic and financial issues. He has extensive international experience, serving 20 years on the staff of the IMF and later as Canada's G7 & G20 Central Bank Deputy. He also has considerable experience in organization leadership, notably through the pandemic. He has published on various of topics related to economic and financial policy. Tim received his PhD in Economics from the University of Western Ontario. He is also a Senior Fellow of the Centre for International Governance Innovation (CIGI) and an Executive in Residence at the Global Risk Institute (GRI). He will serve as a 2025 Policy Lab coach for a team of MPPs.
Jennifer Robson is a 2024-2025 J.W. McConnell Visiting Scholar and an Associate Professor in the Graduate Program in Political Management at Carleton University where she teaches courses in public policy analysis and advocacy. She has published research on family policy, tax policy, wealth inequality, gender inequality and the design and delivery of social programs. Prior to joining Carleton, Jennifer had nearly two decades of experience in the Government of Canada as the senior policy officer and advisory at Policy Horizons Canada and Department of Finance, and in the voluntary sector. Jennifer was also on a panel at our 2023 Ecofiscal conference, "The Energy Transition We Need." Jennifer will serve as a 2025 Policy Lab coach for a team of MPPs.
