Abstract
What happens when government under-performance is enhanced by aid donor under-performance? The way to counter this compounded failure is stunningly simple; ask the people. But this is conveniently ignored by policymakers. This workshop is meant to critically discuss the interplay of both these approaches with reference to a case study of 'access to water' in Pakistan's metropolitan city of Karachi, and draw lessons for policy change.
About the speaker
Fayyaz Baqir has just completed a stay as visiting scholar on Gender, State and Civil Society Relations at the Department of Cultural Sciences of the Gothenburg University, Sweden.
His practice and academic interests include participatory development, human rights, aid effectiveness, poverty alleviation, and social accountability. He is currently serving as an O’Brien Fellow in Residence at the Centre for Human Rights and Legal Pluralism until December 2017.
