Agreement in principle – AMUSE/PSAC non-academic casual employees

We are pleased to announce that following a year and half of collective agreement negotiations between the parties, McGill and AMUSE (AMUSE/PSAC) reached an agreement in principle on December 16, 2021.

The parties’ negotiation committees have agreed to recommend the contents of the agreement to their respective constituents and to keep the details of the agreement confidential until the Union has had an opportunity to share them with its members.

Since June 8, 2021, the parties have met 5 times in the presence of the Conciliator appointed by the Ministry of Labour.

The parties have engaged in exploratory and detailed discussions regarding the inclusion of Student Housing and Hospitality’s principles and values in the collective agreement, the guest sign-in policy for staff, and the number of guests permitted in an employee’s room.

On September 22, 2020, the parties met to exchange non-monetary proposals for the renewal of the collective agreement for non-academic casuals. The collective agreement expired on May 31, 2020. On September 29, 2020, the parties met to exchange non-monetary proposals for the renewal of the collective agreement for Floor Fellows. The collective agreement expired on July 3, 2020. Floor Fellows, represented by AMUSE, held a special general assembly on April 13, 2017 during which members voted to approve the proposed collective agreement. This is a positive and important milestone; the Union and the University look forward to receiving final approvals from individuals with pending claims before the CNESST, and from the CNESST itself.

On March 23, an agreement in principle was reached between the parties relative to outstanding CNESST claims and to the terms of a first collective agreement. The Union’s executive will submit the terms of the proposed collective agreement to members for ratification in the coming days. If ratified by the Union’s membership, the collective agreement will be in effect for three years following the date of its signature.

On February 9, following the filing of a request for an injunction by AMUSE / Floor Fellows, McGill and the Union appeared in Quebec Superior Court. The injunction, as requested by AMUSE / Floor Fellows, would have required McGill to immediately begin paying an hourly wage to Floor Fellows in addition to the free room and board which they currently receive. This request was denied by the Court. Another hearing date has been scheduled on May 5, 2017 to weigh the merits of the case more fully.

On February 6, representatives of the Union and McGill met in the presence of the Arbitrator appointed by the Ministry of Labour, to establish their positions and discuss next steps for negotiations on a first collective agreement. This meeting was held following McGill’s decision not to endorse an agreement that includes both free room & board and wages for work performed.

On January 30th, the Association of Ï㽶ÊÓƵ Support Employees (AMUSE/Casuals) / Public Service Alliance of Canada (PSAC) and Ï㽶ÊÓƵ signed a new collective agreement. This is the second collective agreement with this unit and it will last 40 months with an expiry date of May 31st, 2020.

The negotiation of this collective agreement took place over a period of 18 months, in which there were 24 negotiation meetings. Eleven of these meetings were held with the assistance of a conciliator appointed by the Ministry of Labour.

The parties met on November 14, 15 and 25 in the presence of the arbitrator appointed by the ministère du Travail. The employer presented for review by the union the bilingual version of the text agreed on pertaining to the grievance procedure, as well as of the article related to the drafting of the collective agreement.

The Association of Ï㽶ÊÓƵ Support Employees (AMUSE/Casuals)/Public Service Alliance of Canada (PSAC) and Ï㽶ÊÓƵ have agreed on all aspects of a new collective agreement.

The final elements were agreed on at a meeting the two parties held earlier today, in the presence of the conciliator appointed by the ministère du Travail.

The parties met for a full day on November 18 in the presence of the conciliator appointed by the ministère du Travail.

They discussed the non-monetary elements that had not been resolved yet, as well as the monetary elements. Several proposals and counter-proposals were made and progress was achieved.

The parties agreed to meet again on Friday, November 25.

This update is meant to inform the community about ongoing negotiations and has been validated by the union.

The parties met on November 10 in the presence of the conciliator appointed by the ministère du Travail.

The employer submitted as planned a global offer that includes its proposals on the granting of McGill ID cards and the Work Study program, as well as its proposal on the various monetary elements.

The parties discussed the monetary proposal, after which the union submitted a counter-proposal on the monetary elements and the Work Study program.

The parties met on November 2nd in the presence of the arbitrator appointed by the ministère du Travail. The parties reached agreements and ratified articles related to the posting and granting of appointments and to performance dialogues.

The employer submitted for review by the union and the arbitrator a first draft of the collective agreement that includes all of the articles that have been agreed on up to now.
