The Gazette: Quebec's health-care system has enough money; but it needs to reorganize its funding to reward innovation and efficiency

"With its announcement of what will ultimately be a $200-per-adult health tax and its plan to introduce user fees, the Quebec budget brought the financing of our health-care system roaring back onto the public agenda. Canada's universal health-care system needs new ideas, on that we agree. But experience in Britain and elsewhere suggests there are better alternatives for reforming - and maintaining - universal health care than those announced this week…"
