Title: Almost Hollywood: The Cultural Dimensions of US Film Policy

Abstract: If rational political or economic arguments seem to have no impact on film policy in the U.S., what are critical scholars to do? In this preliminary talk for a new book project, I use cultural geography in order to make the impacts of film production and policy visible from the ground. Using New Orleans' film economies in the 1910s and the 2010s as case studies, I aim to show that film policy has never been content or jobs, but about the recapitalization of spaces and the transformation of place to serve elite interests.
